STOCKTON – California Department of Corrections and Rehabilitation (CDCR) officials are investigating the attempted murder of two California Health Care Facility (CHCF) peace officers.
At 6:52 a.m., two correctional officers attempted to handcuff inmate Brandon S. Keene during a raid of the facility. Keene resisted, retrieved his weapon, stabbed one officer twice and cut off another officer’s hand. Staff responded quickly and used physical force to restrain him and quell the attack. During the response, a third officer sustained a hand injury.
The three officers were taken to an outside medical facility. All have been processed and released and are in good condition. Peer support services are provided for employees.
Keene was treated for minor injuries. He was placed on housing restrictions and transferred to another facility.
Brandon Keene, 39, was taken into custody from Riverside County on November 12, 2003. On November 3, 2003, he was sentenced to one year and four months for receiving stolen property and second-degree robbery. He received 250 days of pre-sentence credit for time served while awaiting his sentence. Keene was placed on parole supervision on July 19, 2004.
On June 14, 2005, Keene received from Riverside County. On June 2, 2005, he was sentenced to one year and four months for criminal damage to property. He received 105 days of pre-sentence credit for time served while awaiting his sentencing. He was placed on parole supervision on December 14, 2005.
On July 28, 2006, Keene received from Riverside County. On July 18, 2006, he was sentenced to two years for assault with violence likely to cause serious bodily injury. He received 18 days of pre-sentence credit for time served while awaiting his sentence. He was placed on parole supervision on July 15, 2007.
Keene was adopted from Riverside County on September 26, 2008. On September 16, 2008, he received his three-year prison sentence for arson of property. He received 14 days of pre-sentence credit for time served while awaiting his sentence. On March 18, 2010, he was placed under parole supervision. On June 15, 2012, he was released from parole supervision after completing his legally mandated sentence.
On April 9, 2013, Keene received from Riverside County. On March 29, 2013, he received multiple prison terms and was sentenced to 25 years in prison for rioting as a second striker.
While incarcerated, Keene was ineligible for parole on charges of second-degree murder, assault by a prisoner with a deadly weapon or force likely to result in serious bodily injury, and possession or manufacture of a deadly weapon as a prisoner. He received a life sentence. Keene is the third striker with a prior felony conviction to commit crimes while in prison.
The case will be referred to the San Joaquin County District Attorney’s Office for possible felony charges. The CDCR Inspector General has been notified.
