Southern New York’s largest Medicaid managed care plan has earned top rankings in four of the past five years.

New York, June 7, 2024–(BUSINESS WIRE)–Health First PHSP, the largest not-for-profit managed Medicaid care plan in New York State, has again achieved top-tier rankings in overall quality and member satisfaction as measured by the New York State Department of Health’s (NYSDOH) 2022 Medicaid Quality Incentive Program. Among New York State’s 12 managed Medicaid plans, Health First is one of only two plans to achieve a top-tier ranking and the only plan to achieve a top-tier ranking in its service area. The evaluation is based on the plan’s performance in preventive care, behavioral health and medication measures, as well as member satisfaction with plan quality, receiving needed care and customer service. Health First achieved first place in Healthcare Effectiveness Data and Information Set (HEDIS) performance.®) Indicators reflect the quality of care provided across the delivery system.

Healthfirst also received the highest score in the NYSDOH Healthy Recovery Plan (HARP) Quality Incentive Program for 2022. HARP is designed to provide integrated management of physical health, mental health and addiction services for adults with significant behavioral health needs.

“Providing affordable, equitable and quality health care to New Yorkers has been HealthFirst’s mission for more than 30 years, and our high quality scores and top-tier rankings demonstrate that we are delivering on that promise,” said HealthFirst President and CEO Pat Wang. “We currently serve nearly two million members, including one-third of New York State’s Medicaid enrollees. These ratings are a powerful testament to our belief that all New Yorkers, regardless of income, have a right to the highest quality health care. Additionally, our efforts to support Medicaid eligibility recertification have helped more people gain insurance and access the care they need.”

About the NYS Medicaid Quality Incentive Program:

The New York State Medicaid Quality Incentive Program uses multiple data sources to determine outcomes, including:

  • 2022 Quality Assurance Reporting Requirements (QARR) (measurement year 2022)

  • The most recent Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey for Medicaid was conducted in fall 2022 with results published in a report dated May 2023.

  • 2021 and 2022 Regulatory Compliance Information.

A plan’s score and ranking in the program indicates the quality of care provided to plan members compared to all plans in the Medicaid managed care marketplace.

About the NYS HARP Quality Incentive Program:

New York State HARP Quality Incentive Program performance is based on data from the Quality Assurance Reporting Requirements (QARR) 2022. A plan’s score in the program indicates the quality of care provided to plan members, specifically in behavioral health.
